need file open dialog box - first

when you invoke iTwin from any of the applications (OBD, Revit) for import or export, the very first thing that should happen is for a dialog box to open that asks for a file name. then, read that file. currently, it reads the last file used. that's an incredible waste of time when you're working on multiple projects, switching between them during a week. you have to wait for it to read the file you don't want, then wait for it to read the file you do want.
