Add CIS/2 import support for steel structures

It would be very helpful to be able to import steel structure from packages other than STAAD. This could easily be achieve cis/2 stp import support

    I am moving this for consideration of our iTAS team to implement a converter to get this format into ISM. We can then consume it. We won't be providing a direct interop as this is a better place for it.
